📄 How to Make a Freedom of Information (FOI) Request

Under the Freedom of Information Act 2014, you have the right to access records held by public bodies.

  1. Identify the public body that holds the record — HSE, DCC, Dept of Social Protection etc.
  2. Email their FOI Officer clearly stating what records you want
  3. Include your name, address and a clear description of the records
  4. The body must respond within 4 weeks
  5. You can appeal a refusal internally, then to the Office of the Information Commissioner
🏘️ How to Set Up a Residents Association
  1. Canvass neighbours to gauge interest and find people willing to help
  2. Hold a founding meeting — elect a chairperson, secretary and treasurer
  3. Draft a simple constitution (Barry’s office can provide a template)
  4. Open a bank account in the association’s name
  5. Register with your Local Area Committee at Dublin City Council
  6. Contact your local Garda Community Officer and DCC liaison
🏠 How to Apply for Social Housing
  1. Check eligibility — income limits apply
  2. Apply online at dublincity.ie or collect a form from DCC offices
  3. Provide proof of income, residency and current housing details
  4. DCC will assess your application — this can take several months
  5. If refused, you have the right to appeal within 28 days
  6. Also consider HAP (Housing Assistance Payment) as an interim option

  1. Apply via Passport Online at passportsonline.ie — the fastest route
  2. For urgent cases (travel within 3 days), call the Passport Office: 01 671 1633
  3. An in-person appointment may be needed at the Passport Office, Molesworth Street
  4. Bring your travel booking confirmation, current or expired passport and photo ID
  5. For a child’s passport, both parents or guardians must give consent
💰 Tax Help & Revenue Queries
  • PAYE refunds: Claim online at myAccount (revenue.ie) — you can claim back 4 years
  • Medical expenses: Claim tax relief at 20% on qualifying expenses
  • Rent tax credit: Available for renters — claim on myAccount
  • Home carer credit: Available if one spouse cares for a dependent
  • LPT queries: Contact Revenue at 01 425 1002 or via ros.ie
🌿 Planning Permission — A Simple Guide
  1. Check if your project is exempt from planning — small extensions, certain sheds
  2. If not exempt, submit a planning application to DCC via dublincity.ie
  3. Applications require drawings, site notices and an Eircode map
  4. Neighbours and the public have 5 weeks to make observations
  5. DCC must decide within 8 weeks
  6. You can appeal DCC’s decision to An Bord Pleanála within 4 weeks

Parliamentary Questions are a powerful tool for getting answers from Government ministers. Barry has submitted over 1,600 PQs since his election — more than any other Independent TD in the country.

Electricity Regulation (Amendment) (No. 2) Bill 2026

Barry wrote and introduced this Bill to the House — enabling businesses to buy power directly from renewable generators, supporting Ireland’s electricity grid. The private wires policy was incorporated into the Programme for Government 2025.

Seller’s Legal Pack for Property Buyers Bill

Barry reintroduced this Bill to the House — requiring sellers to prepare key legal documents before listing a property, reducing the time it takes to complete a house sale and helping more people get on the property ladder.

Gaelcholáiste Reachrann — New School After 24 Years

Working with all five Dublin Bay North TDs across party lines, approval secured for a new permanent 600-pupil school building after 24 years.

Clongriffin & Belmayne — €13m Development Strategy

Sustained pressure from Barry and the Belmayne Clongriffin Network contributed to a €13 million Dublin City Council commitment for community and social infrastructure in the area.

Clontarf Sandbags Removed After 14 Years

Within his first year as TD, working with OPW Minister Kevin “Boxer” Moran and Cllr Kevin Breen, the sandbags that blighted the Clontarf seafront promenade for 14 years were finally removed.

Barry Heneghan is the Independent TD for Dublin Bay North, elected to the 34th Dáil in November 2024. He is one of the youngest and most active TDs in the Dáil — having submitted over 1,600 Parliamentary Questions, more than any other Independent TD in Ireland.

Born and raised in the constituency, Barry attended Belvedere College and studied Mechanical Engineering and Sustainable Energy Systems at DCU. He worked as a swimming teacher, a barman in Clontarf and a delivery driver — he knows Dublin Bay North from the ground up.

As a Gaeilgeoir, Barry presented TG4’s Barragram. During the pandemic he founded Movement for Mental Health, raising €15,000 for Pieta House. He was awarded the Zayed Sustainability Prize for pioneering on-site energy and water sustainability.

As an Independent, Barry uses the seat he was elected to by the people of Dublin Bay North to leverage greater influence over the Programme for Government and to push for real policy change — rather than sitting on the sidelines.

He has already introduced two pieces of legislation to the House: the Electricity Regulation (Amendment) (No. 2) Bill 2026 and the Seller’s Legal Pack for Property Buyers Bill. He is working on two more — one on the Irish language in third-level education, and one on water connections, which he hopes will help speed up the delivery of housing alongside the private wires and Seller’s Legal Pack legislation.

Housing is the single biggest issue Barry hears about from his constituents, and it will remain his central focus for as long as he is in the Dáil.

Policy Priorities

What Barry is Fighting For

Barry uses his independent seat to leverage the maximum benefit for Dublin Bay North. Being in opposition and delivering nothing is not why he was elected.

“In North Dublin, when someone supports the Government to deliver for their constituents — let’s call that a deal.”

Before he was elected, Barry told voters he would use his independent seat to make a deal that would benefit Dublin Bay North. He kept that promise. His support for Government is conditional — contingent on delivery for his constituents.

He votes with his conscience. He has voted against the Government when he disagreed, and he will always put his constituents first.

Housing is the single biggest issue Barry hears about from constituents. He is fighting to make home ownership a reality for younger people, and his water connections Bill is aimed squarely at speeding up housing delivery.

Barry joined a flotilla seeking to deliver aid to Gaza and was detained by Israeli authorities. He voted in favour of Palestine against the Government coalition, stating he voted with his conscience.

Dublin City Council

Barry works closely with Cllr Kevin Breen, the Independent Councillor for the Clontarf LEA on Dublin City Council — co-opted in January 2025 to continue the independent seat Barry held before his election to the Dáil. Kevin is a fourth-generation Clontarf man and childhood classmate of Barry.

Kevin has called special council meetings on dereliction, facilitated agreements for Clontarf FC, worked on flood defences, advocated for the elderly and disabled, and run mental health awareness campaigns.
